ROME, February 16... | The newspapers state that General 'j Caneva has informed the Government that ho is unable to provide a decisive., victory in Tripoli, which would enable Italy to irnposo unconditional peace. All he could offer was- the slow conquest of Tripoli and Cyrnaica.
