MR SPEAKER.
'Parliament and the country are to Ibe congratulated upon securing the services of Sir Arthur Guinness as Speaker of the House of Representatives for another period. In the present state of political parties, it would have been quite constitutional for the Opposition to have nominated another Speaker. Under such circumstances it is open to question whether Sir Arthur would have allowed himself to he nominated. As it happens, however, the Reform Party was quite satisfied with the present Speaker, and had other-good reasons "why -they did not desire: to': contest" his claims: The Government;'-.oir'the other hand, much'as it would have liked to add to its voting power, was compelled to nominate one of its own members as Speaker, or to resign. So it happens that Sir Arthur Guinness will .again control the House, and everybody will be satisfied, except, perhaps, "Sir Joseph Ward.
