THE BIRTH-RATE.

The fact that the birth-rate of New Zealand continues to decline is a matter for serious discussion by those who have at heart the social welfare of the Dominion. A return just issued shows that the birth-rate per thousand of population last year was 25.97, compared with 26.17 in the previous year. The decline may be only small, but it is significant. For years past the birthrate of the Dominion has been on the down-grade. Whether this is the result of tlie economic conditions which obtain, or of oilier influences, is a matter of opinion. At anyrate, it is of sufficient importance to demand investigation.
