DER KAISER.
The monarch who rules the destiny of the German nation is a genius. He is everlastingly proclaiming his desire to maintain friendly relations with neighbouring Powers, and all the time he is spurring his people on to prepare for war. It was devoutly hoped -that the enormous gains of the Socialists at the recent elections would.have clipped the- wings of tin's tantalising autocrat. Evidently that is not'to be, for in opening his Reichstag on Tuesday last he said, "My constant duty is to strengthen the forces on sea and land. Bills are therefore being pivpared, providing for increased expenditure." The result of this pronouncement will be an immediate demand for activity in the British ship-building .yards. There is no gainsaying the fact that, with all her friendly protestations, Germany has designs upon British commerce, and it will require more than human ingenuity to avoid a collision at an earlv date.
