I FAVOURS THE SOCIALISTS PRESS CRITICISMS. (Received Last Night, 9.30 o'clock.) BERLIN, February 8. The Kaiser, in his speech at the J opening of the .Reichstag, said. that J for a generation past provision for . social needs had been given a promj inent place in Imperial legislation, and the benefits of insurance had re- ! cently been further extended. 1 The social spirit, from whence this i had sprung, must continue to hold swiay. The finances had gained stability, and free speech and enterprise had made for high achievements in industry, manufacture, trade and .commerce. The Government, in concluding its new treaties, would adhere to the foundations of the fiscal policy. The agreement made with France showed the readiness of Germany to amicably settle any international dispute. The Press criticisms of the Kaiser's speech are generally favourable. The worst that is said is that the speech is olourless. The inspired Socialist presf: has refrained from commenting upon it, although tk- "Vorwerts" declares that the business of the time is to break down the whole competition in armaments.
