MANOEUVRES IN NORTH SEA CAUSE OF PRECAUTIONS. ((Received Last Night, 11.15 o'olock.) . BRUSSELS, February 6. The naval correspondent of the Frankfurt Gazeztte states as a fact that the German high seas fleet was carrying out manoeuvres in the North Sea. A portion of the retreating squadron came within fifty miles of the English coast, and probably caused the belief that Germany was planning an- attack upon England, and' led to •the precautions described in Oapt. ain Faber's speech.
