PROTEST BY FRANCE ITALIAN WAR LOAN PRE- • JUDICEO. (Rceived Last Nigbt, 9.30 o'clock.) PARIS, January 23. It is stated that the French Govehimeut's refusal to permit the flotation of an Italian war loan in Paris, as it is against the laws of neutrality has caused irritation in Italy, and provoked the seizure of ships. M. Poincaire, replying to questions in the Chamber, said:that it was not desirable to discuss the seizures at present. The Italians had committed' an error to the _ detriment of French rights.
