SECOND BALLOTS SOCIALIST GAINS. (Received Last Night, 11.15 o'cock.) BERLIN, January 23. In the Second Ballots, Herr Kaempf, Radical, has been returned in the Kaiser's Berlin division by 7 votes, by means of the Conservative vote, and the Chancellor and all the Ministers voting for Kaempf. The Socialists secured twenty-seven seats to-day, notably Cologne, from the Catholics, and Frankfort-on-Main from the Radicals.
