GERMAN REICHSTAG ELECTIONS GAINS AND LOSSES. (Received January 22, 8 a.m.) BERLIN, January 21. The second ballots for the Reichstag election resulted,in the election of nine Conservatives and six of the Imperial Party (including the Pan-German, Herr Liebert, twenty National Liberals (including Herr Bassermann, Dr. Junck, and Dr. Pasicho), seventeen "Radicals (People's Party), eight Social Democrats, and seven of the Centre The latter gained two and lost nve seats; tlie Socialists gained eight and lost five; the National Liberals gained ten and lost six. Count von Moltke,of the Imperial Party, and a former Prussian Minister for the Interior, was defeated.
