STEAMER SEIZED PROTEST FROM FRANCE. (Received Last Night, 11.40 o'clock.) PARIS, January 22. Tlie authorities,at Tunis seized..the steamer Odessa, owing to its possession of forged papers, and 350 tons of ammunition which it failed to land o;v the Tripolitan coast. The Odessa was sent under naval escort to Bizerta. M. Poincaire,, Prime Minister, contends that the French and not the Italian authorities are entitled tio verify Turkish passengers' credentials, and that an arrest between two neutral ports is illegal, inasmuch as tlie Convention in London drawn up in 1909, has not yet been ratified. He claims tho liberation of the Monouba's Turkish passengers. Italy has refused and M. Poincaire, insists upon reparation for the stoppage of the Carthage and the Mdnouba. The Daily Chronicle's Paris correspondent hints at the possibility of a naval demonstration.
