It is somewhat of .a coincidence that, at a period when Germany is engaged in one of the most exciting elections in modem history, France sihould ibe exepriencing a political crisis in w.hidli the dealings with Germany play not an inconsiderable part. France is, unhappily, a country whose (population is. not increasing. The population of Germany, on the other hand, is increasing by leaps and bounds, and it is not unniatural that she should adopt a policy of territorial expansion ■which will involve heartburnings, if not hostilities, with other countries".
