LORD ROBERTS'CRITICISM LORD ROSEBERY HINTS AT WAR. (Received Last Night, 5.5 o'clock.) LONDON, January 13. Speaking at Glasgow, Lord Rosebcry referred to Lord Roberts' serious criticisms of the Territorials. Such warnings, he said, should carry enormous weight. Moreover, England was now embraced with a continental system, which was committed to vague liberties and obligations, which might lead us into tho greatest war since the Napolepn. He did not criticise Sir Edward Grey, but he* that if the obligations under the foreign policy were accepted, we must bo prepared to make the liability good. He preferred. !definite.;'alliances to vague ententes, inasmuch as an alliance limit was defined.
