ADVANCES TO SETTLERS.
A return made at the request of Mr Witty, M.P., shows that during the period from April Ist, 1907, to June 30tfli, 1911, no fewer than 4394 applications for. loans under 'the Government Advances to Settlers Act were (refused 'by the Department. The return does not indicate the reasons given for refusal, nor does it show how many advances were made in. the period Hinder notice. It proves conclusively, however, that a large number of settlers who sought assistance during a?penod of stringency were unable to obtain it.
