SYDNEY, January 10. At the Labour Conference, Hon. A. Fisher, Prime Minister of the Commonwealth, in his speech on the motion for unification of the States, which complained that their functions were usurped. The Constitution was 'altogether too restrictive, and prevented the representatives of the people from giving effect to'the people's will. . He did not tihink the division of Australia into six States would be long continued. Mr Fisher invited tdie repres©nj«atives of Labour to face the question boldly, and he predicted (that a party would rise which would demand a brand now Constitution.
