THE INSURANCE BILL
INADEQUATELY DISCUSSED. MOTION FOR FURTHER CONSIDERATION. (Received Last Night, 9.25 o'clock.) LONDON, December 5. On the ground that it was inadequately discussed, Mr Henry Foster will move to-morrow that while approving of the objects of the Insurance Bill, the House is of the opinion that under part one of the Public Funds, individual contributions are not used to the best advantage, and the Bill was unequal in its operation. Steps should, be taken to enable further ' consideration of part one in 1912. Half the drart regulations phould meanwhile be publishecU REPORT STAGE CONCLUDED. (Received Last Night, 11 o'clock.) LONDON, December 5. The report stage of the Insurance Bill has been concluded after an ineffectual Opposition attempt to secure varying in the rates of contributions and graduation benefits. Mr Ramsay Macdonald's amendment to fix'the workmen's contribution at three pence instead of four pence was negatived by 188 votea to 156. , SPEECH BY MR LLOYD-GEORGE (Received Last Night, 11.25 o'clock.) LONDON, December 5. The Hon. D. Lloyd-George declares that the Insurance Bill as -mended meets to some extent the Trade Unions and Friendly Societies' objections. He adds that the regulations will be so framed as to allow one application fo.' recognition as approved by the Society to cover all membership throughput the Kingdom.
