INSURANCE BILL MINISTERIALISTS WARNED

, LONDON, December 4. liberal agents in the provinces are warning the Ministerialists that the Insurance Bill is arousing hostility among the constituents. The Unionists are preparing reasoned amendments to the third reading on Wednesday. The general federation of trade unions propose to .ask the House of Lords to secure a central administration and control unless the House of Commons amends the Bill in that direction.
