THE NEW CONSTITUTION

PEKIN, November 2. The Assembly at a secret sitting demanded the appointment of Li Yuan Sluing and Tang Hua Lung to high offices. Chang Chaot Sing's demands, which aro supported by many garrisons,' proposed the maintenance of the existing dynasty with a constitution drafted by Parliament. The Thrones' approval was not necessary as Parliament would not have the throne to initiate future constitutional changes. The naval and miliatry are to be under the Emperor's control, except when employed within the Empire. They will then be controlled by Parliamentary regulations. Sentences of death are not to emanate from the throne. Arrests and imprisonment's hereafter are to follow in due process of law, Parliament to appoint a Premier, Ministers, and, besides Budget's, all treaties adding to taxation or affecting national interests are to be approved by -Parliament before receiving the Emperor's signature. The Assembly has agreed to call theio demands. They rejected the final one, namely, that the methods of calling Parliament together and establishing a Constitutional Government, also that the settlement of all important questions be subject to the -army's approval. Yuan Shili Kai is now in full possession of Kiantau, wherewith communication has been restored. Wei Kuang Tao, a Hunancse, has been appointed new viceroy at Hunan and Rupeh. Yuan Shah Kai has been for several days in communication, by an intermediary, with Lujuan Sung, his former pupil.

General Yuan Shih Kai intends stopping the Imperial attacks on the rebels and will negotiate for peace. Ho requests that he bo appointed Acting-Premier.

YUAN SHIH KAI BECOMES PREMIER,

PEKIN, November 1. All the Ministers have resigned. General Yuan Shih Kai has teen appointed Premier. i General Yin Ching becomes Gliief of Staff.
Prince Ching, President of the Privy Council, will act as Premier until Yuan Shih Kai relinquishes the Com ma uder-in-Chief.
