CONFERRED ON YUAN-SHI-KAI

PEKIN, October 28. • An Imperial Edict has been issued, giving Yuan-Shi-Kai a Military Dictatorship, and recalling Gener.il Y.in Chang. The rank of Imperial Minister has been conferred upon Yuan-Shi-Kai, who is reorganising the forces under his own nominees as divisional eommendera.

He is constituting a first army l.nder General Fangu-ko-chang. A second army is mobilising under Gen<yral Suan-chigui, and a third will subsequently be organised. The Dowager Empress has contributed one million taels.(amout £125,000) towards the expenses ,of the campaign, and is assisting to replace tlie capture.d treasure. , The National Assembly has memoralised the Throne, requesting that a Parliament be formed and the Cabinet reconstructed, the Manchu nobles to be excluded. It also recommends the pardoning of the present rebels. • Several members of the Assembly demanded the. decapitation .of Chengr suan-knai, and an .attemptmade to assassinate him.

An official report states that as a result of an engagement fought in a rainstorm, the imperial troops, showing great valour, captured large quantities of ammunition! Flushed with" victory, they then occupied the outskirts of the city of Hankow.

•Imperial reinforcements are hurrying to protect the railway.
