BERLIN, October 28
The Cologne Gazette admits that the despatch of the warship Panther to Agadir is intended to accelerate the Franco-German negotiations.
PARIS, October 28
France is insisting that Spain shall evacuate Alcazar and Larache, but is prepared to agree to the Spanish oooupation of Texan and Spain's control of Riff and the Mediterranean zone.
