SOME IMPORTANT CHANGES INVOLVE BY-ELECTIONS. (Received Last Night, 10.30 o'clock.) LONDON, October 24. The Hon.' Alfred Emmott, Chairman of Committees, and Sir Edward Strachey have been raised to the peerage. Additional Ministerial changes are as follow: The Hon. C. Hobhouse, Chancellor of the Duchy of Lancaster. The Hon. W Runciman, President of the Board of Agriculture. Mr J. A. Pcarse, .Minister for Education. Mr T. McKinnon Wood, Financial Secretary to the "Treasury. Mr F. D. Aciand. Foreign Under Secretary. The Hon. A. Emmott. Under Secretary for tho Colonies: • Lord Lucas, Parliamentary Secretary of Agriculture. Mr J. H. Whitley will be proposed as the Hon. Mr Emmott's successor. The changes involve by-elections at Oldham, South Somerset, and East Bristol. .
