TRIPOLI, October 23,
There are conflicting reports concerning the occupation of Benghazi, and it is uncertain yet whether ..the Italiajis are in full possession.. The Arabs are well armed, and are fiercely resisting. It is reported that Arabs butchered a number of Christians prior to tho Italians landing.
NEUTRALISATION OF THE WATERWAY.
A BRITISH PROPOSAL.

CONSTANTINOPLE, Oct. 23
Owing to the Turkish, lighthouses in the Red, Sea being in. darkness, Britain has proposed to the Porte the neutralisation of the waterway. The Porte is favourably inclined, but washes to reserve the right to transport troops.

CONSTANTINOPLE, Oct. 23
Turkey's admission to one of the European alliances is the subject of much European newspaper discussion.
The Triple Alliance and Triple Entente aro mentioned in turn'" without much basis beyond the Grand Vizier's allusion to Turkey's need for alliance.
The latest suggestion is an Anglo-ftu'sso-Turkish combination.

HOME, October 22
The Italian troops who landed, at Benghazi, capturing the" bararoks there after a strenuous resistance, lost fifteen killed, including 7 officers, and 54 men wounded. The Turks lost 200 killed and many wounded.
