It is obvious that the farcical, cumbrous and expensive second .ballot, which wasi introduced by the Government before the last election in the apparent hope that it would smash the Opposition—-which it did not do— Cannot remain for any lengthy •period upon the Statute Book. It is.' significant that -irit'" the Legislative CSouncil yesterday, Sir John .Fittdlay, Staied that the system would or Jater have to,he superseded by something else. This, in itself, is an admission that the second ballot is wrong. The wonder is that Parliament has not possessed the coitrage this session to wipe the excrescence off the facie of the political system.
