The new Defence Act has succeeded in killing the Volunteers' of the Dominion, and in destroying the enthusiasm of those who at one time took a pleasure in military occupations. The Territorial force is a limp, bedraggled sort of thing compared witli flu Volunteer force. The compulsory element seems to have eliminated" amibition and crushed enthusiasm. In a few years' time only those who are compelled to take arms will do so, and these will get out at the earliest possible opportunity. It is A great pity that things have taken such a turn; but one cannot blind Li? eyes to the fact that the defence <v this Dominion will shortly be entrusted to a body of youths under twenty-one.
