PROPOSED REDUCTION OF ARMAMENTS. Received This Morning, 12.25 o'clock. LONDON, October' 15. The Vienna correspondent, of the Daily Chronicle reports that negotiations are proceeding between Germany and Great Britain, with a view to finding a vivendi for reducing armaments. Germany took the lead, and approached Great Britain in the spring. Prince Hollweg does not expect that the Reichstag will increase the naval outlay. A cable received a few days back showed that Britain was spending a much greater sum in ship-building this year than was Germany.
