Following the decapitation of thre< troopers at AVuchang, all the proviu ciaJ troops mutinied, and are now h possession of the town. The whole of the yamens, including the Treasury, have been burnt. The Viceroy sought refuge in i Chinese gunboat. General Changpao was killed by i bomb. He was one of the ablesi officers in the Chinese Tarmy. Documents show that the revolutionists' intended to make Hupeh theii base, and thence to envelop the Yang tse Province. The Taotai has requested the Consuls to instruct;[foreign warships tt guard the harbour. The.Viceroy has urgently appealed for the despatch of a Tientsin division. The Consuls at Hankow refused the request to patrol the river. The revolutionists have written, requesting the Consuls to observe neutrality. The refbete attacked the local troops, who are fleeing towards Handkow. It is feared that a currency chaos will follow the destruction of the Treasury, which supplied Wuchang,, Han r kbw, and Hangyang' with nbties.
