SUBSIDIES FOR ALL.
Th« latest suggestion of a Minister of the Crown is that horse-brooding should be encouraged .by aisystem of subsidies. The idea is ibrilliant. We shall soon have subsidies for the breeding of cows and pigs, for the growing of turnips, for the manufacture of iron and suits of clothes and perambulators. But there will 'be no subsidy for the man .with the family. Through the c/ustoms duties hi will have to find the subsidy for the other fellow. The argument possibly is that a good horse is better than a ,bad man.. But, if all the bad men were kept on starvation allowance, there would not be much use for good horses.
