DIFFERENT FRANCHISE.
The existence of two forms of franchise in the local government of this country has been responsible for stu.' another anomaly, in the election for Charitable Aid Boards, as in the election for Harbour Hoards', the residents, of Town Districts and Boroughs vote on what is practically the Parliamentary franchise, while in Counties only ratepayers .are allowed to vote. When Town Districts and Boroughs .are linked with Counties, it necessarily follows that ..ne latter are outvoted. What is the remedy ? 1 .Either to reduce the franchise in the towns or extend it in the Counties. | The Liberal Government is apparenti ly afraid to do either.
