TRIPOLI.
, (Received Sept. 29, 8.5 a.m.) LONDON, September 28. The Daily Mail's Paris correspondent reports that in the event of an unsatisfactory reply heing received to the ultimatum which Italy is presenting to-day, it has been arranged to immediately land forty thousand troops in Tripoli and mobilise another hundred and fifty thousand troops in Italy for emergencies. It is intended, in case of occupation, to seize Tripoli, Benghazi and Derna. The first squadron will bombard the ports in the event of resistance, and the second will blockade Turkish ports and prevent an attack on Italian residents.
(Received Sept. 29, 9.35 a.m.) 1 ROME, September 28. The Minister of Foreign Affairs has telegraphed to Constantinople reminding the Grand Porte that Italy for many years urged the ending of the disorder and neglect which Tripoli has endured. Ths exigencies of civilisation made a change vitally important. • After setting out Italy's grievances, the Minister adds: The Government has decided to proceed with the occupation,, which is the only solution, and expects that Turkey will instruct the Tripolitan representatives not to offer opposition. The Government will subsequently negotiate an agreement to settle definitely the situation arising out of the occupation. A reply :s requested within twentyfour hours. The first Ilalian expedition, comprising 22,000 troops, will be ready to sail on October 3rd. A squadron is consentrated near Syracuse.
CONSTANTINOPLE, Sept, 28. Tripoli telegrams state that the Italian panic and intervention are not justified. The attitude of the Turkish and Arab population is exemplary. The Grand Vizier'is l exorting calmness. All banks are closed, and trade is at a standstill. ' . LONDON, September 28. Reuter reports that Turkey has not received Italy's demands; but is prepared to make honourable concessions. The Daily Mail's Rome correspondent states that Italy has received assurances of neutrality from all the Powers. , The Pope has expressed his sympathy with, the Italian plans, and is of opinion that the occupation will constitute a triumph for progress and civilisation.
