TRIPOLI.
Tripoli, which Ms suddenly become a subject of international interest, is a tempting pr'ze to a neighbouring •nation 'with ismall colonial possessions. Italy is losing .many thousands of population every, year iby emigration to foreign countries. It would ibe a great gain to. have a colony close at hand, where some of them could go and remain undfcr the flag. Tripoli is a part of the world of which we.heair nothing for years at a time. It.languishes under the lazy and inefficient rule of Turkish officials a long distance from .Constantinople. Bui in ancient days it was a rich country. Large quantities l of fruit and grain were grown there in. ißoman times, and the fertile soil a<nd the climate remain. All that is wanted, it is said, is intelligent ouU tivation. Three years ago a writer man Italian magazine urged that Italy should occupy it and colonise it on a large scale. Among his arguments was- the ' statement "that no war of conquest against the inhabitants would be needed, baeause the down-trodden, inhabitants would welcome a change from their Turkish masters'.
