ANGLO-AMERICAN TREATY.
Tile Anglo-American Treaty, the ratification of winch wlas anonunced same weeks ago, contains .seven articles. Article 1 refers queistaons of law or equity to the Hague Tribunal or to some other tribunal to be agreed upon. Before concluding a special agreement in any matter affecting the interests of a self-govern-ing Dominion the British Govern.ment reserves the rightt tto obtain the iconourrence of that Dominion. Article. 2 institutes a joint High Commission ,of inquiry to wiliiuh matters in dispute may be referred lefore they are submitted for arbitration. Article 3 provides thatt the reports of this High Com miss-ion shall not have the character of an arbitral award. Articles 4 and 5 give the Commission power to take evidence on oath and. make provis-on for the work of the ConimisFioii. Article 6 declares that the treaty does not affect the provisions, of the treaty of 1909 relating to questions between the United States and Oanada. Article 7 stipulates that the treaty shall be terminable by twentynfour months' written notice.
