■>■ PARIS, September 17. The. Cherbourg and other municipalities are buying provisions, and re-selling them, despite the pecuniary loss, at. the market prices of an ordinary year. In a little while .they will opsn municipal stores, and a restaurant where meals will be supplied at cost price, without charging for the expenses of management.
