Le Temps, recapitulating the desired regime, states that France undertakes the task of consolidating the Sultan's military and financial resources, tihe Sultan furnishing diplomatic administrative and financial guarantees. The Sultan retains the expulsive control of public services and enterprises, the Powers being placed on an equal economic footing, secured by a system of open tenders for public works and contracts for supply.
