FOREIGN SPIES.
REMARKABLE PRECAUTIONS TAKEN. (Received September 11, 9 a.m.) LONDON, September 10. Blue jackets, armed with ball cartridges, are guarding the dockyards at Barrow for the purpose of preventing the water being let out, whereby warships might be grounded and damaged. These precautions are due to the alleged presence of foreign spies. The police protecting the Vickers and Maxim works have been reinforced.
