l.t would appear that it is the practice,of oertaih local bodies to mate 'application to the Governiment for grants for roacte upon wttiich they ;tihemiselyes do not think it neoessiary ■to expend, money. In otiher word 4 ?Gov©Mimein.t grants are asked :fof, on occasions, when .tihey are really not required. It need hardly be -said that' siueh a proceeding is thoroughly dishonest. And) yet, the system under wihich Government granites are made is such that it offers a premium to abuse. There should be some defined principle upon wfbldh the BuMic Works Fund is administered. It may be unreasonable, however, to expect this from, a Ministry wihlidh scatters the dollars broadcast in, t!he hope that by so doing it will catch a few stray votes.
