(Received September 11, 8 a.m.) NEW YORK, Sept. 10. Woo Chung Yea, the noted Chinese diplomatist, has arrived at San Francisco to hold an investigation into the Mexican atrocities, which included the shooting of Chinese at Torreon. Compensation is demanded. (On, May 22nd, at Torreon, Mexico, during 'the .progress of the Mexican insurrection, the Chinese inhabitants were attacked, and 225 were slaughtered.) ;
