New Zealand is large enough and resourceful enougli ! to accommodate at least-five millions : of people. It would be suioidial, how- : ever, to encourage ftmimigration be- ! fore we lave homes to offer the peo- ; pie already watiin our shores. A bold • scheme-of land settlement is what is | wanted.
