The Frankfurter Zeituug predicts a settlement of the Moroccan affair on the resumption of the conversations, as it has been Germany's wish to leave France a free hand in Morocco, receiving compensation elsewhere. SPAIN OBJECTS.

MADRID, August 27.
The suggestion that France should establish a protectorate in Morocco is regarded as a violation of existing treaties. The Government is endeavouring to obtain a settlement by international negotiations.
TANGIER, August 27
The Spaniards have landed troops at Alcazar, with a mountain battery of four guns and 213 artillerymen.
MADRID, August 27. Moors attacked Spanish surveyors near Melilla. Two whites and two natives were killed.
The Moors are active in the-Beni Said oountry. Beacon fires summoning the tribesmen have been lit.
The Sponish commander at Alsucemas reports that the eastern.„ Riffs are" disposed to favour a F ; renoh' protectorate. . i i
