GOVERNMENT BY CONFERENCE.
There is quite a lust for conference in New Zealand at the presenttime. People make an excuse, to confer upon almost everything mun-
dane--i"roni beer to No-license, education to dairy cows. There are imore conferences to the square inch held in Wellington, New Zealand, than, in any ten cities of its .size in the whole of Christendom. Why have people such a desire to congregate in Wellington? Why should they d)o iby conference what might reasonably ,be done by correspondence? In nine oases out of ten a conference represents the views of delegate'si rather than those of the general community affected. The troverniment is. largely responsible for the conference craze, for on the slightest provocation it seeks advice from laymen which it should obtain .from the responsible head's of Departments.
