HARBOUR BOARD ELECTIONS.
The Wellington Harbour Board, for reasons ..best known to itself, lias withheld payment of a considerable portion of the expenses incurred by the 'Returning Officer in the Wairsir rapa do the election of Board representatives, held .some month® back. That election ■ was conducted in ■terms of the "Regulation of Local Elections Act," and the. Returning Officer was compelled, in compliance wi'thi that Act, to make all reasonable and necessary arrangements for the taking of .the poll. It was, no fault of the responsible official that the cost of the election was: heavy. The fault, df any, rests with the Legislature, and the Harbour Board would appear to have no reasonable excuse, at this istage, for declining to pay the expenses incurred by its responsible officer.
