LONDON, August 22

Lieut.-General Sir Reginald Clare Hart, V.C., K.C.8., K.C.V.0., who commanded the, Oape Oolony District tf.rom 1907 to 1909, lias been appointed Commander-in-Chief of the South African Forces'. Lieut.-General Sir Herbert Cluarles Onstow Plum Oif, who served in the South African campaign, and who has commanded the Fifth Division Irish Command since, 1906, lias been appointed to the Northern Command of England. Lieut.-General Sir H. L. SmithDorrien has been appointed to the Southern Command of England.
