JUNIOR CADETS.
There are, according to a. report presented to Parliament hy .Major T. IW. Mac Donald, 29,067 Junior Cadets and officers in' New Zealand. By some strange ciraimstaivce, Commandant Mac Donald reports direct to the Minister of Education, and it would ap-
pear that this, important (branch of the defence system is .not under the immediate control of the Commandant of the Forces— Major-General Godley. Why this should be the case most people are at a loss to know. It is not difficult to conceive that, with dual control, the efficiency of the cadet system, from which the Territorial Forces, of the Dominion are to ibe drawn, will 'be- seriously impaired. The cost of administration, too, must be greater than, if the systeon were under one head. The cost of the junior cadet administration last year was no ler-s than. £7669 8s 4d, which is more than £4OO in, excess, of tne amount actually voted for the purpose.
