RAROTONGA.
The report of Sir Robert Stout upon the condition of the .Cook Islands would indicate that the position in the island possessions is not as satisfactory as it should be. The mere fact that the population, .is being debauched with liquor is sufficient to create anxiety. Whether the administration is what it should be is open to question. At anyrate, Sir Robert Stout practically says that it is unreasonable to expect anything better for .the money.
