WASHINGTON, August 12. _ Disregarding President Taft's t-ele-r-graphic protest, the Senate has amended the Angio-Fl-euch-American Arbitration Treaties, eliminating the pro- v vision conferring special powers on' a . joint High Commission. An Old World dominance was feared ■ by Senators, reference l>eing made to the Hon. James'Bryce's book on the American Commonwealth which years ••-ago attacked the Senate for political "hias in treaty making. •
