The Agricultural Credit Bill, to secure the capital of the small agriculturists, and the Appellate Jurisricbion,Bill, strengthening the Court' in tho direction agreed by the Imperial Conference, was read a second time in fcho House of Lords. Lord Haldane said the problem of Tiow to :he Appellate Jurisdiction of the Empire would never he adequately solved until there was a real Supreme Court of Appeal for the Empire. Speakers in recent debates expressed the view that there was no reason why the law of the Lords should sit in tfiat House, but until the constitution ••vas dealt with a convenient opportunity was not offered fpr the separation, vfeantime they were content to lay the foundation of what was virtually a ringle court for the whole Empire. Lord Courtney declared that while due deference must be paid to the conclusion of the Conference, h© was not oersuaded that incurring unnecessary expenditure in appointing two extra judges solved the colonial problem. The Marquis of Salisbury stated that the important advice of the Conference should be, followed. He" eomplinKinJed the Government on their early action.
