MEETING OF COUNCIL.
Immediately after the departure of the. Governor, the Council assembled for tlhe transaction of business. The Hon. W. C. Carncrosa, in the absence of the Speaker, presided, and the Hon. McGowan, in tihe absence of Sir Jjohn Fandday, took charge of the Council. The Hon. McGowan (moved, "That this Council records, it® high sense of th© services rendered to the Legislature and the Dominion by the late Hon. .W..C Smith, and tenders his widow and family its sincere sympathy in their; bereavement." Hon. Colonel Boillie seconded the motion, and as a- mark of respect to the deceased, the Council adjourned until 11 a..m. on Saturday.
HOUSE OF. REPRESENT"ATIVEST. ] The House assembled at 2;30, : and > was called to the Legislative Council to hear Bis Excellency's speech. FIRST READINGS. Upon resttitting' at 3 o'clock, the J Mental Hospitals Amendment Bill, providing for the proper care and control of 'mentally affected persons, was introduced by Governor's Mes>sage, and read a first time, pro forma. ADDRESS-IN-REPLY. ! • Mi 1 W. T. Jennings gave notice to move fclie Address-in-Reply. MR T. E. TAYLOR. Leave of absence was granted to Mr T. E. Taylor for four weeks. LATE HON. W. C. SMITH. Sir James Carroll moved that a vote of sympathy of the House be ' exitended to the widow and family of ' the late Hon. W.' C. SmilthY M.L..C. Mr Massey (who seconded the motion,), Messrs Hall and T. Duncan, referred in sympathetic terms to the great work accomplished by the deceased .gentleman. On the motion of Sir James Carroll;' the House adjourned till 2.30 p.on. on Friday, out of respect to hie, memory. The House rose at 3.45 p.in.
