THE YELLOW PERIL
WHOLESALE EVASION OF REGU-
LATIONS.

OTTAWA, July 22
A Royal Commission, appointed to investigate Chinese immigration, reports the Wholesale evasion of the regulations by incoming Chinese. It reoommends the prosecution of forty delinquents, and also the bringing into affect of the agreement with the Chinese Government allowing the latter the control of the emigration of a given number of Chinese to Canada each year.
