SOUTH AFRICA
NEUTRALITY IN CASE OF WAR.
A SIGNIFICANT SPEECH
(Received Last Night, 5.5 o'clock.)
PRETORIA., July 22
The official newspaper ''Volksfcem,'' returning to the charge recently made in favour of the neutrality of South Africa-in case of war l>etween Great Britain Germ airy, quotes Canadian newspapers in support of its neu- i trality proposition. It declares that | tie Coronation festivities proved that j South Africa was not lacking in loyalty. It is absurd, it says, that the I whole Empire should be plunged'into war simply because the Government j of one portion happened to develop a quarrel with some ispirit. v. General Hertzog, speaking at Turkfotitein, said there was no reason to resort to immigration to cope with the danger without and within. The situation in South Africa was not like'' it was ill Australia and Canada. Their nearest enemy was 7000 miles distant. South Africa did not participate m European intrigues, and was not concerned in European ambitions.
