LORD SELBORNE'S REPLY. WHAT MICHT HAPPEN. (Received Last Niaht. 9.25 o'clock.) LONDON, July 21. Lord Selborne, in a letter in reply to the African official newspaper, "Volksteim," shows, that all parts of the Empire are dependent upon the Navy for their safety. Its duty was to destroy the enemy'® .ships, wherever found. Under no circumstances could iit be in the Empire's interest that South Africa should remain neutral at ,the tiime of a war in which the Empire was engaged. The Admitalty had not spent £2,000,000 on. dockyards at Simonstown, for amusement. Does anybody, asfcs Lord Selborne, suppose that Simousitown can be used as a naval base, and rthe rest of South Africa remain neutral? There was. not a part of the Empire to which the command of the sea was more essential. If England lost command of the .sea, the South Africans would he unable to freely develop their nationality, and a foreign Power possessing (the command of the sea lieed only seize every port from Capetown' .to Delagoa Bay to inflict upon South Africa a complete loss of trade, or compliance with its directions.
