(Received Last Night, 10.40 o'clock.) TEHERAN, July 20. The Mejlies, or National Assembly, has empowered the Sipahdar, the Premier, to proclaim martial law. Five hundred Bakhtiaris and five hundred of the reformed Cavalry are starting out against the ex-Shah. Two thousand Bakhtiaris will operate against Salared Dowleh.
