VISCOUNT KITCHENER'S APPOINTMENT. N DEFENDED BY SIR EDWARD GREY. (Received Last Night, 10.30 o'clock.) LONDON, .Inly 19. Sir Edward Grey, replying in the* House of Commons to questions by Mr Byles, Liber.il member for Salford North, and ethers, after eulogising Viscount Kitchener's impartiality and capacity, which, he said, Mould command gener.il confidence, explained that the appointment was a civil one, and would not involve nny change in the policy in Egypt. It implied knowledge and experience, not only as a soldier, a quality which was in the highest degree important in so 'difficult a position. He did not knew anyone possessing ic hi so high u degree as Viscount Kitchener, who 'had the special qualifications required.
